Senator Hueso 2016 Legislative Package

Public Safety:

SB 448 (Sex Offenders: internet ids): Requires a sex offender, when registering with local law enforcement, to report his or her Internet identifiers used for interactive communications.


SB 693 Skilled and Trained Workforce: This bill eases compliance and implementation issues such as streamlined reporting requirements and clarifications to enforcement provisions while also consolidating several statutes that include the skilled and trained workforce requirements for alternative project delivery methods.

SB 726 Corporate Securities – Unlawful Conduct: This bill would make it unlawful for any person to make misleading statements to any state government official with the intention of inducing an investigation of a publicly traded company for the purpose of manipulating the value of a security of that publicly traded company for financial gain.


SB 745 Telecom (CA Advanced Services Fund): This bill requires the California Public Utilities Commission (CPUC) to provide additional information in its annual report to the Legislature of the California Advanced Services Fund (CASF), including county-level data and efforts to leverage other resources. This bill also provides for the explicit inclusion of workforce organization representatives in regional consortia.

SB 1041 (School Electric and Gas Rates): This bill would require electrical and gas corporations to develop and submit to the PUC for approval a rate for service applicable to elementary and secondary schools that is just and reasonable and reflects the costs of providing service to those schools.

SB 1055 (Payphone Service Providers): This bill would repeal the Payphone Service Providers Committee and Fund.

SB 1074 Energy Federal Trust Fund: This bill would continuously appropriate $2.5M to the State Energy Resources Conservation Commission from the moneys derived from the Federal Trust Fund.

SB 1207 (ECA Bill): This bill would extend the Energy Conservation Assistance Account from January 1, 2018 to January 1, 2028.

SB 1212 (CA 211): This bill seeks to facilitate the expansion of 211 services into the missing counties and develop a comprehensive statewide database that will connect all callers to services.

Gender Inequality

SB 899 (Gender Pricing): This bill would prohibit discrimination against a person because of their gender with respect to the price charged for goods.


SB 957 (Design-Build): This bill would authorize, until January 1, 2025, any health care district to use the design-build process when contracting for the construction of a hospital or health facility building.

SB 1138 Space Day: This bill would require the Governor to proclaim the first Friday in May of each year to be Space Day.

Economic Development:

SB 984 (Small Dollar Lending): This bill makes permanent the Small dollar Lending Pilot.

SB 1216 (High Risk Youth Tax Incentive): This bill would until January 1, 2021 allow a tax credit for business who hire qualified employees between the ages of 18 and 25 years of age who complete a work readiness program.


SB 1145 (Reading Bill): This bill would require the state board on or before December 31, 2017 to identify formative reading diagnostic tools that can be used by the public schools to assess pupil development levels of reading proficiency. Grades 1-3


SB 1399 (Electronic license plate): This bill would extend the electronic license plate program created by SB 806 (Hueso) Statues of 2013 by two years thereby sun setting in 2019.

SJR 22 Calexico West Land Port of Entry: This measure urges Congress to appropriate $248 million in funding to complete Phase 2 of the Calexico West Land Port of Entry.
