The 2018 legislative session is officially underway!

After spending the winter recess meeting with constituents, community leaders and local organizations, as well as enjoying the holidays with my family, I am grateful to be back in Sacramento representing the 40th Senate District. The start of a new legislative session is always exciting, and I look forward to a busy and productive year working with my colleagues in the Legislature.

I would like to take a moment to thank all of the first responders and firefighters who have been on the front lines battling the devastating Thomas Fire, as well as extend my condolences to the family of Cory Iverson, a heroic firefighter from San Diego County who lost his life while fighting the blaze. Please keep him and his loved ones in your thoughts and prayers, as well as all those who continue to work under very dangerous conditions to ensure our safety.

We are in the final phases of completing our legislative package for the year. If you have ideas for a change in law or new law that you think could benefit our district and/or state, now is a great time to participate in the legislative process. Please e-mail my office via our website at

Meeting with Small Business Leaders

Small Business Leaders

In December, I met with a group of small business owners from our district who have recently started, or are expanding, their businesses with great success. I enjoyed hearing their perspectives on the opportunities and challenges facing businesses in our district.

RFI Issued for Water Importation to Salton Sea

The California Natural Resources Agency has issued a Request for Information (RFI) focused on the importation of water to the Salton Sea. The purpose of this RFI is to attract new ideas that will complement current statewide recovery efforts.

We need out-of-the-box thinking to create long-term solutions to the Salton Sea's environmental problems and protect the health of the 650,000 citizens who live within harm's way of the toxic dusts. Increasing water levels with a sustainable source is critical to the Sea's future survival.

Proposition 1 Grant Awards in our District

The Department of Fish and Wildlife announced in December the selection of 39 projects to receive funding from its Water Quality, Supply and Infrastructure Improvement Act of 2014 (Proposition 1) Restoration Grant Programs. This round of grants expands the frontier of Proposition 1 programs to critical watersheds in the state. Two of the projects were awarded in our district:

  • The Tijuana River Watershed Protection Project, which aims to protect the 2,160-acre Star Ranch, located 1.5 miles from the U.S.-Mexico border in the upper Tijuana River Watershed; and
  • The TJRVRP Brown Fill Restoration Project, which involves the design, environmental review, and permitting for future fill removal and restoration at the Brown Fill Property in the Tijuana River Valley Regional Park (TRVRP).

Business of the Month: El Borrego Restaurant

Located in the City Heights community of San Diego, El Borrego Restaurant is owned by Rodnia Navarro-Attiq and her mother Rosario Sotelo. The mother-daughter duo started the restaurant in 2005 with a vision of bringing to San Diego the traditional cuisine of Southern Mexico, including the type of barbacoa that comes from their home town, which is made with lamb.

What began as a small, weekend-only operation has grown into a thriving storefront business. The restaurant pays homage to its owners' Mexican heritage with its menu offerings, as well as the traditional Mexican dolls, photos and art on display inside.

El Borrego Restaurant is a wonderful example of how small businesses make big impacts in our community, as well as help keep our district diverse and cultural. I commend them for their hard work over the years, and wish them continued success in their endeavors!


Interested in applying to be a California Senate Fellow?

Applications are currently being accepted for the 2018-2019 California Senate Fellows Program. The program is one of the oldest and most prestigious in the country, and provides college graduates with an opportunity to become full-time Senate staff members at the state Capitol in Sacramento for 11 months beginning in October 2018.

Being a Fellow provides an excellent opportunity to gain first-hand knowledge of the legislative process. Fellows experience a broad range of activities conducted in Senate offices, including researching public policy issues, helping develop legislative proposals, and assisting with constituent inquiries and casework. Applicants must be at least 20 years of age and a graduate of a four-year college or university by September 1, 2018.
